On June 2, the "Karabakh Education and Partnership Forum" was held at Karabakh University in the city of Khankendi, with the aim of promoting education and public-private partnership in the liberated territories of Azerbaijan.
The forum, held under the conceptual message “Joint Steps for the Future of Karabakh”, was organized in partnership with the Ministry of Science and Education, the Ministry of Economy, Karabakh Revival Fund, Education Development Fund, the Azerbaijan Free Trade Union of Education Workers, and Karabakh University.
More than 200 participants attended the event, including representatives of state institutions, special representatives of the region, private sector representatives, and the academic staff of Karabakh University. The forum once again highlighted the importance of coordinated efforts in the restoration and development of Karabakh.
At the opening ceremony, Shahin Bayramov, Rector of Karabakh University, welcomed the participants with an introductory speech. Minister of Science and Education Emin Amrullayev and Elchin Yusubov, Special Representative of the President in Khankendi, Aghdara, and Khojaly districts, emphasized the strategic importance of developing education, strengthening human capital, and enhancing public-private cooperation in the Karabakh region.
One of the forum’s major outcomes was the signing of a Memorandum of Understanding between the Education Development Fund and various public and private organizations, establishing the Karabakh Scholarship Program. The main objective of this initiative is to contribute to the region’s socio-economic development, strengthen public-private partnerships, attract youth to Karabakh, increase interest in the region, support students financially, and promote their academic and professional growth.
According to the memorandum, organizations such as the Karabakh Revival Fund, Veysaloglu Group of Companies, International Bank of Azerbaijan, Kapital Bank OJSC, the Education Workers Free Trade Union, and McDonald’s Azerbaijan CJSC committed to launching scholarship programs for students studying at Karabakh University.
Additionally, companies like PSG Capital, ASELSAN, GEN ilaç, LANDAU School, Hedef Group of Companies, Chashioglu, Inci Group of Companies, Code Academy, Baku Design Academy, and TUNA will also contribute by awarding scholarships.
The scholarship program aims not only to support human capital development in the region but also to assist socially vulnerable groups and increase motivation among academically successful students.
As part of the forum, two panel discussions were held featuring professional moderators and speakers.
The first panel, titled “The Great Return: Challenges and Opportunities,” was moderated by Elnur Nasibov, Chairman of the Education Development Fund. The panel included Minister Emin Amrullayev, Presidential Representative Elchin Yusubov, Chairman of the Karabakh Revival Fund Rahman Hajiyev, and Rector Shahin Bayramov. Speakers discussed rebuilding the region and developing human resources.
The second panel, titled “Public-Private Partnership Opportunities in Karabakh,” was moderated by Jeyhun Keremov, Director of the State Agency on Vocational Education. Speakers included Aydin Talibov, Founder and CEO of Veysaloglu Group, Taleh Tahirli, Deputy Chairman of the International Bank of Azerbaijan, Farid Hidayatzade, Member of the Board of Kapital Bank, and Araz Pashayev, Chairman of the Education Workers Union. The panel focused on partnership prospects and collaboration in the region.
The forum concluded with a cultural program featuring performances of national music by Karabakh University’s students and faculty.
